many documents that conflict with this, that it's not this way."

Choose OFF (i.e. IGNORE).

Or choose ON and deal with the complaints. :-)

Seriously... if we adopt the simplification of the DTD that
Terry Allen has proposed, this issue will go away (in the OFF
direction.)
