I'm hardly an old-hand at IETF, compared to most of the real "old
hands". However, my personal opinion is that the document will carry
much more weight if it is standards track, and that even if 2.1 were
ready today, it wouldn't be a reason not to move forward with 2.0 as
standards-track.
There's enough perception of divergence in the community that the
stamp of authority that comes with the more rigorous procedures
associated with standards-track documents is worthwhile.
