I just submitted a new I-D to the IETF. It will show up in IETF
directories soon. It contains the following changes from the previous

Changed textarea comment to indicate that lines are terminated using

Changed inline image examples to use .jpg instead of .ps


Integrated Larry's Masinter's changes regarding character sets


re-paginated and updated the TOC
