Glenn is correct is his understanding of how numeric character
references are resolved. The above however, does *not* say that the
system must change the character numbers.

As Albert noted, having a single document (coded) character set allows
one to do blind translation without needing to parse the document to
find, and fix, all the numeric character references. I will leave it
to others to judge the value of that.
