The main problem is that it doesn't solve anything. ISO 2022 is already
easily detectable. It's also not used much except as an "export" interchange
format. Most of the content designed for Japanese audiences in in SJIS or
EUC, which have no announcers or control sequences.

Detecting ISO 2022-encoded content is easy.
