I'm actually not fond of Accept-Charset: at all, since I feel that number
of character sets used on the wire should be minimized (that being what
an interchange representation is for :)).

I don't think we have a firm policy, although we do explicitly avoid
GPL'd source just on general principles. We do compare our behavior
against freeware binaries a lot, though. Generally we find that it's
better to roll our own from a functional spec than to try and port
other people's code. We can design & write our own code faster than
we can debug other peoples' code :).
