For the next revision to the HTML3 I-D, I want to add ABSTRACT and URC
for a link to meta info in a resource catalog entry.

What's the expansion of URC? I heard this being bandied around in
Darmstadt a lot, but I obviously missed its creation while my head was
below the parapet reloading...
