HTML Documents

I have downloaded 3 versions of HTML 2.0 specifications (html-spec.txt,
html-spec.ps and html-spec.ps2 ) from
W3 consortium. I cannot print any of these documents properly. Is there any
version that is just plain text with no special control
characters ?
ALso can I obtain SGML specifications on-line anywhere instead of having to
order it my mail from the ISO
