While I agree that it is important to have small incremental steps toward
HTML3, i was thinking about if it would be better to leave them as
independent extensions: that is, instead that having

Tabular material in HTML

(HyperText Markup Language 2.1)

we should have

An Extension to HTML2:

Tabular material

In this way, whenever consensus is reached on something it could be
implemented, while the sequential strategy could block development in case
of controversial issues.
