Actually, I agree with you. I think that any characters that are not
allowed within the document character should cause errors. However,
Glenn and James pointed out that the standard does *not* define
behaviour in this case, nor does it define what happens when the
system character set is a subset of the document character set.
There was a large group arguing against flagging an error... o we'll
probably be argued down on this one.

Not *SOMEBODY IS SUPPOSED TO BE WRITING*, but rather *SOMEONE IS
WRITING*.

As I've often said, I'm extremely busy, and Francois seems to be busy
too.
