A further note: en-cockney is still a NAME, so the restriction to
NAME would be appropriate either way we choose to go; but I fear
that if people get the idea they can make up their own extensions,
we'll see en.real!cool! which would have to be CDATA. Then
browsers developers would feel required to treat a LANG att as
CDATA anyway.
