writers research this issue and submit an answer to the WWW FAQ
maintainer?

Basically, the options are:

existing technologies:
server-side includes (see NCSA server doc)
cpp/m4/text preprocessor of your choice
possible developments:
<a href="included.html" REL=INCLUDE>...</a>
