For the vatican exhibit and for the soviet exhibit I used xv

There is a catch though... the best results are when you use less than
say 150 colors per page and less than 50 colors per image
(this is true for xmosaic, I don't know about other programs)

I use the pbmplus programs for quantifying the colors.
