Sorry to deviate widely from the topic -- scorch me if you will-- but I 
think this is useful information for the creators of the world's future :^)

"__Information Highway Without Tollbooths: Maryland is the first state to 
offer free access to the Internet__"

The article states the project (using gopher as the primary vehicle) was 
funded by the U.S. federal government.

I am going to type up a review of the article today.  If anybody wants 
it, let me know.
