There is no fundamental difference between a "censorship" SOAP and any other
sort of SOAP. If you plan to add facilities for support of URC-based
retreival, all the mechanisms are in place to support censorship in the
browser, if desired. If you consciously organize the spec to make
censorship difficult, you will likely make "good" SOAPs and other URC
operations more difficult.
