I've just checked that this URL is still valid, which it is, and in doing
so I have been reminded (by seeing the paper again) that it was initially
published in:
American Psychologist, Vol. 50, No. 12, 965-974, December 1995
Thus the paper will initially have appeared on the APA web-site because the
APA puts full text of this journal on the web. I don't know whether the
fact that in 1999 it is still on the web-site (even though I can't find a
clickable route to it working from their home page) implies any APA
endorsement of it or merely laudable web-management inertia. It my have
been slightly misleading of me to imply, in my original message that the
article being on the APA web-site amounted to any specific of the approach
by the APA.
It's a good article, anyway.
