While I would like to take credit for Accept-Charset, I cannot:
Larry Masinter actually proposed it after he and I discussed this
issue offline.

Apart from that this proposal is perfectly fine, and in line with the
short term vizion. I think everyone will agree that this is only
a stop gap measure though.

I should note that I do not think SGML tags offer a good long term
solution.
