Do we really want or need SHORTREF in HTML? The SHORTREF and tag minimization components of SGML were done for many of
the same purposes, and I don't believe it was a good idea for a host of reasons which I won't go into here.

I'm assuming a mature user model where creation and editing of HTML documents eventually will not require typing markup or
hopefully, the user ever seeing it. Comments?
