Too dogmatic. Suppose I'm selling Zapf Chancery fonts? Let the
publishers decide what makes sense for them. (On my part, I don't
ever want to see a textured background, but the issue is broader.)

It would be silly to force people to use PDF rather than maintain
what control they wish to have over the rendering of their docs
in HTML.
