This is the most important feature of the HTML3.0 <FIG> construct. As I
mentioned before, when people choose not to load the image, for whatever
reason, it is important that the text that replaces it is logical, complete
and descriptive.

Regardless of how the the mapping information is provided, it needs to be a
container so that it can hold an entire paragraph or more with the
text-based links. A simple ALT text construct will not suffice!
