Sure. I agree 100% *except* we cannot have multiple character sets
within a document when it reaches the parser.

Well to a degree. Companies in particular often use different Kanji
to create an impact.

I do not think sending a gif to be a kludge. Just as I do not expect
every browser to support my signature (god forbid!), I do not see
any practical way of supporting every newly created character.

If you can supply pointers to the "research on new encodings", I'd
be most appreciative.
