I proposed Unicode as the transport encoding because only it offers
the man->one->many capabilities required.

I am in the process of updating my document. It will contain specific
recommended changes in the HTML 2.0 draft, and will discuss all of the
issues in depth, and offer solutions, upgrade paths etc.

This is obviously a fair amount of work, so I doubt I'll have it
finished before the weekend.

The result should be a substantial base for further discussion, and
hopefully, conclusion of this issue.
