Absolutely correct. Also, tacking the form data and search requests
onto the end of a URL is quite the wrong way to go (though it can be
useful for some things). An alternative needs to be designed.

Perhaps responses from a form should result in a document being sent
to the server? That would allow far greater flexibility in allowable
content.

This probably discussion probably belongs in the http working group
though...
