The first is more a official/stable location but the others have more
formats and more recent drafts.

I think the latest version of the 2.0 spec submitted as an Internet draft is:

draft-itef-html-spec-01.txt (dated Feb 8)

This is also at the usual Internet draft archives like ftp.internic.net;
I'm not sure that there is a postscript version of this draft.
