An attribute value specified with literal or literal alternates cannot exceed the
LITLEN quantity. This is not the only quantity limitation here.
One must be careful with the ATTSPLEN and TAGLEN quantities.
ATTSPLEN (960 in the reference quantity set) is the maximum normalized length of a
start tag attribute specifications.
TAGLEN (960 also in the reference quantity set) is the maximum length for a start
tag.
Maybe those quantities should be increased in the SGML declaration if there is a
risk.
