And it seems that we don't to force multilingual support in browsers
either.

I should note that many servers in Japan do not use the charset=
parameter yet. There seems to be a need to tolerate this for the
moment, but the WWW here is small enough that if this was made a very
firm requirement, the change would not be too drastic.
