PostScript or text of RFC drafts available?

Are the latest (or even reasonably recent) texts of the draft RFCs for
HTML 2 and 3 (is there a draft that far advanced?) available anywhere?
We can't find them. Dan's page at HaL has a pointer to some HTML pages,
but not, it seems, the full text.
