Re: progress on HTML 2.0 reconstruction

More progress to report. I have finished putting in my fixes to the
initially identified problems, but every time I look there is another.

A second draft is now ready for review. I'd like to finish this off
tonight and submit it as the revised Internet Draft, so send a message
to the list if you think something is out-of-line.
