Just briefly, I would like to support the idea of a second draft outlining
REL and REV values. I also like the idea someone mentioned of trying to make
these as "general" as possible (Beyond HTML REL and REV usage), although I
am very willing to keep it specific to HTML REL and REV's if we run into any
major quagmires...
