HTML v2.0 focus and closure

I am concerned that the working group has lost the original focus
of the HTML v2.0 specification. It was, and I believe still is,
intended to capture current practice. The discussions on additional
changes, such as the I18N issue, while they are important and must be
addressed in HTML, stray from the fact that they are not current
practice and should be left to the next version of HTML.

Trying to capture all the major HTML issues in the first specification
has caused the work to drag on, way beyond a reasonable time frame.

Eric and Dan, I would like to see the final editting changes made
and the document submitted very quickly. In addition, I would like
separate internet drafts submitted for all the suggested changes,
and those issues dealt with separately as add-ons to the HTML v2.0
standard.

Let's have HTML v2.0 done, so efforts can be focused on the important
additions that need to be completed without the limitations of them
being outside of current practice.
