Gary Adams' timetable for 3.0 seems fine to me:

I am currently working with CERN on a browser for HTML+ for use as
a testbed for the HTML 3.0 specification. We plan to release this
later this Fall. Adison Wesley have signed me to write a reference
manual, and having a clear schedule will be a great help ...
