STRIKE and INSERT are relevant to legal documents such as draft legislation.
The features were initially proposed during work on the successful campaign
to get the Californian Legislature Data Center to publish bills over the net.
Basically it is important to show text as having been struck out or inserted.
You have to show both the new and the old text explicitly.
Change bars play a different role, and are a part of the HTML+ DTD.
Steve DeRose of EBT criticized my representation and I am now uncertain
of whether we should include them in HTML 3.0.
