It is legal.
I recommend looking at
<URL:http://www.oac.uci.edu/indiv/ehood/html2.0/DTD-HOME.html>. This
document will allow you to navigate around the structure defined by the
HTML 2.0 DTD. I do not know how accurate the element and attribute
descriptions are, but the document is based on the latest version of
the DTD.
