I'd like to express my strong support for the new file upload
proposal. I believe this should be one of the highest priorities for
HTML 2.1.

One slight question: what is the interpretation, if any, of the
VALUE attribute of an INPUT of type FILE? To be consistent, I
suppose, it should be interpreted as the default value of the
multipart/www-form-data, in case the user does not select any files.
(Note that the main price of further overloading the INPUT tag is
that the size of this default data is severely limited -- to 1024
characters.)
