Definitely. I don't see that it conflicts semantically with the way
"preformatted" is defined in the spec... a small part of me would like to
see <Hn> tags in there too, but I know that's unpopular :)

None, it's all presentational, and thus, its effects (respecting white
space, proportional font) should be applicable to things like <P>, <Hn>,
etc., and its representation should be in the forthcoming stylesheets
spec rather than in HTML.
These "should"'s are meaningless in the face of the 2.0 spec, of course.
