Larry and I discussed this a little offline. Having an Accept-Charset
would allow something like the DCE model to be used for document
exchange involving multiple languages.

I would like to see it recommended (not required) that browsers
understand UTF-7 or UTF-8.

This is of course HTTP specific, so documents retrieved via FTP etc.
still preesent a problem.
