Hmm. I just thought of one reason against using

Accept: text/html; charset=xxxx

The solution should be independent of HTML, as SGML documents and
whatnot will soon be coming en mass. I guess we could also have:

Accept: text/sgml; charset=xxxx

but perhaps a general way of negotiating charset only would be better.
