(This is my first posting to this group so please be gentle with your
responses.)
I may be totally off here, but from my reading of the proposal I think you
could achieve the scrolling mechanics you desire for the browser with the
BANNER element of the body tag.

As for the automated indexing, I think it would be one of those useful
features to implement in an HTML editor. I often use an HTML editor written in
HyperCard mainly because it offers multiple-document operations like this one.
