They are not -- the HTML 3.0 text was written before Dave was aware of
RFC 1766. All future versions of HTML specs will use RFC 1766 tags
for languages, because it is better than any other known syntax, is
extensible, and obviates the need to have this same discussion every
time we talk about languages in www-related groups.
