We certainly should *not* put both in the DTD. The question is only
what to call the attribute we do put in. The last thing we need is
one set of atts for Netscape and another for the rest of the world,
enshrined in a standard.
I'll ask Lou again, will you support BORDERSTYLE, if that's what we
call it? what happens if someone uses both BORDER and BORDERSTYLE?
gives them different values?
