documents are going to move around on the nets, indefinitely, so long
as they are all "free".  As soon as you give people the opportunity to
sell things (to exchange money in exchange for goods) you will be
quite sure that people will construct document identifiers that do not
move around.

The Sears catalog numbers don't change from week to week cause Sears
has proper incentives for making them work.
