I'm not following this discussion in detail, but one issue I dont see addressed
is that the root of the tree will mean different things depending on the
application - for example ftp:/pub/fred is not the same as the file /pub/fred
or gopher:/pub/fred since both ftp and gopher interpret paths relative to
a base address passed to the server.
