I have written down some ideas on how the news system might benefit from the
web, and (particularly in the area of public annotations) vice-versa. It's a
bit long to mail out, but it's here:

For those who don't read news because of the volume, I'd note that the WAIS-like
selection system I propose would allow much tighter filtering than is currently
done.
I'd love to hear any ideas, feedback, etc.
