This shouldn't be right -- if it were that easy, there'd be no benefit
in having URNs :). I imagined it would be something like
URN -> list of URLs and some kind of grading function

Would it be sensible to give the book a URN, and then assume each
copy is the same, so you can use a URL like
(dereference URN to get URL)#chunk
?
