"Back" is not defined by the HTML specs (nor are the semantics of
following a link, I believe).  But my vote would be to have a 1-1
mapping between forward and backward moves, with the motivation that
it's less confusing for the first-time user.  I'm sure that the
complaint which triggered this thread will occur times and times again
as long as Mosaic has its current behavior.  On the other hand, I
expect that nobody will complain when "Back" moves back in the same
file.
