Well, the first thing I did wrong was to misinterpret the clearly written
HTML 2.0 documentation. I was trying to represent the characters using
_&guillemotleft;_, which is an option for the alphabet characters. Not sure
why I thought that would work.

Mosaic for the Mac (2.0Alpha 8 version), which is the browser I use to
check my progress while writing HTML documents, doesn't seem to recognize
&#171;.

I've also just tried version 1.03, which _does_ recognize it!
