For example, in the framework of http://www-pcd.stanford.edu/FRESCO a
soap would simply be an annotation set with READ permission open to
'anyone', and WRITE only to the issuing organization. Browsers can
then filter on the annotation content (which is typed in case of
soaps).

Unnecessary machinery in the general case where soaps/annotations are
not under control of the document server. (Then forging a soap
amounts to forging a host name---which is sufficiently unlikely for
most practical cases.)
