Thank you for pointing this out, Larry.
The proposed section should describe how
elements will work when/if they are included in future versions
of HTML.  Unless I hear significant protest, I'll pull AUDIO and
SCRIBBLE out of the "proposed" section of HTML 2.0 for now.
