Alt is #Required for Level 0
Alt is #Implied  for Levle 1
Alt is #Implied  for Level 2

Could Alt be left as #Required as:

- with the support for ICADD,  displaying Alt text in char mode vrs
[graphic] would be a lot more useful

- many large organizations, like UCLA, will be supporting char mode
access for some time to come
