While I do not want to suggest doing it, one might design an SGML
application in which the occurrence of <XMP> caused the insertion
of a CDATA marked-section start, and </XMP> caused the insertion
of the end. Then you'd get the functionality desired. I have a
feeling that such an application would violate some rule of parsing
according to the standard, though.
